How common is it for commercial property owners to overpay their taxes?

Because of the relative recentness of some tax court decisions and the specialization required for cost segregation, the majority of commercial property owners are not aware of allowable depreciation expense deductions.  Because the IRS has stipulated that a 3rd party “qualified” engineering analysis is required, the owners have been unable to take full advantage of these court decisions and consequently they surrender a significant cash flow to the IRS, year after year.
